Becoming an ADS accredited Tour Guide

To apply for ADS accreditation, tour guides need to complete an application from and supply the following information:

  • (for New Zealand citizens) A certified genuine copy of the personal details page of your passport.

    (新西兰公民) 新西兰公民身份证明或新西兰护照的有效复印件一份。
  • (for Foreign passport holders) A certified genuine copy of the personal details page of your passport AND a copy of the page(s) containing your current valid New Zealand visa and permit.

    (其他外国护照持有者) 护照主页及印有有效签证页的有效复印件一份。
  • (for Non-native English language speakers ) Evidence of your English language level as follows, either:

    (英语为非母语者) 证明英文能力的资料如下:
    1. An original or certified genuine IELTS certificate showing you have achieved an IELTS score (Academic or General) of 5 or above in each of the Speaking and Listening sections of the examination, or

    2. Original or certified genuine documentation issued by Immigration New Zealand, confirming that you have been approved New Zealand residence under either the General Skills or Skilled Migrant category. If you were included as the partner of a General Skills or Skilled Migrant category applicant, you must demonstrate that you was assessed by Immigration New Zealand as having met the minimum English language standards applicable, or

An original or certified genuine qualification certificate for a course of study completed by you which was taught entirely in English in New Zealand and which required a minimum of two years of full-time study. This qualification must be New Zealand Qualifications Authority ("NZQA") recognised and be registered at level 5 or higher on the NZQA National Qualification Framework ("NQF"). More information about NZQA and NQF can be found at www.nzqa.govt.nz, or

    4. An original or certified genuine qualification certificate confirming your completion of a 4-year undergraduate degree majoring in English at a Chinese University, or

    5. An original or certified genuine qualification certificate confirming that you have achieved a pass mark in either "TEM 4" or "TEM 8" English language examinations.

    6. Other documentary evidence of your English language level, which TNZ in its discretion may choose to accept as confirmation that you meet English language requirements. TNZ may conduct an interview in English with you as part of this assessment.

  • (for Non-native Chinese language speakers) An original or certified genuine copy of the Hanyu Shuiping Kaoshi ("HSK") certificate showing that you have achieved a score of 9 or higher in the Hanyu Shuiping Kaoshi (HSK) Chinese language advanced test. More information about the HSK can be found at: www.hsk.org.cn. The New Zealand HSK testing centre is Auckland University of Technology (School of Languages).

  • Has at least six months' experience guiding inbound tours in New Zealand.

Becoming an ADS accredited Operator

To get ADS approval, inbound tour operators must meet the requirements written in the ADS Code of Conduct. This includes:

  • being of good character and with a good reputation,
  • having experience and expertise as an inbound tourism operator, and
  • able to provide financial and business information.

To be granted ADS approval, inbound operators need to meet the 'fit and proper person' test referred to in Appendix 3 of the ADS Code of Conduct. The requirements are that a person must:

  • Be of good character and reputation, including:
    1. A good history of compliance with the Code
    2. A good history of compliance with other regulatory requirements associated with conducting tours for tourists
    3. No convictions of any crimes of dishonesty or other relevant offences
  • Have experience and expertise, including:
    1. Operator has at least one year's experience successfully conducting inbound tours to New Zealand
    2. Operator has a senior executive with at least one year's experience successfully managing inbound tours in New Zealand
    3. Operator has at least one other executive employed by or contracted to the inbound operator who can demonstrate competent management of inbound tours in New Zealand for at least one year
  • Have financial substance, including:
    1. Registration under the Companies Act (If you are considering applying for ADS approval and you are not registered with Companies Office, please contact us)
    2. A tax number issued by the New Zealand Inland Revenue Department
    3. A registered office or physical place of business in New Zealand
    4. The financial resources sufficient to meet the requirements of the Code

Ongoing monitoring includes regular reporting and yearly renewal of ADS registration. Approved ADS tour operators must renew their ADS approval each year. Approved Tour Guides do not need to renew their applications.

Making an application

To apply for ADS approval, an inbound tour operator will need to provide the following:

  • A completed Application Form for ADS Approval: Schedule 1. To download, please go to the ADS Code of Conduct 2015 and click "SCHEDULE 1: APPLICATION FORM FOR ADS APPROVAL" in the index. 
  • A completed Deed of Undertaking form: Schedule 3. To download, please go the ADS Code of Conduct 2015 and click "SCHEDULE 3: DEED OF UNDERTAKING" in the index
  • An application fee of $2,875 (GST inclusive, non-Qualmark endorsed ITOs only) or an annual fee of $2,070 (GST inclusive, TEC members or ITOs registered as a Qualmark Endorsed Visitor Service only)
  • Certificate of Incorporation issued by the New Zealand Companies Office. 
  • Financial statements:
    1. for the full year most recently ended, or if the most recent full year financial period ended more than six months before the date of the application, for the six month financial period most recently ended,
    2. which have been completed by a chartered accountant and include, A) the accountant's statement/notes, B) a statement of financial position, C) a statement of financial performance and D) a statement of movement in equity.
  • GST Statement of Account certificates issued by the Inland Revenue Department for the previous six months
  • A company brochure (if available)
  • A company profile (if the parent company is based outside New Zealand we require a profile of the New Zealand-based branch), including the following information:
    1. Organisational structure
    2. Staff numbers
    3. Staff roles and responsibilities
    4. Target markets
    5. Products and services
    6. Future plans for the business
  • For all New Zealand-based staff and/or representatives, certified documentation confirming their New Zealand citizenship, New Zealand residence or work permit status 
  • A Ministry of Justice 3rd Party Criminal Convictions form. Sections 1 and 3 of this form need to be completed by both ADS Representatives nominated by the Operator

Renewing an application

Approved ADS inbound tour operators must renew their ADS approval each year.

Approved Tour Guides do not need to renew their applications.

The documentation and application fee must be received by Tourism New Zealand's China Market Development Unit at least 20 working days before the end of the inbound tour operator's current ADS approval.

To renew ADS approval, an inbound tour operator will need to provide the following:

  • A completed Application Form for ADS Renewal: Schedule 2 To download, please go to the ADS Code of Conduct 2015 and click "SCHEDULE 2: FORM OF APPLICATION FOR RENEWAL OF ADS APPROVAL" in the index
  • A completed deed of undertaking form: Schedule 3 To download, please go the ADS Code of Conduct 2015 and click "SCHEDULE 3: DEED OF UNDERTAKING" in the index
  • An application fee of $2,070 (GST inclusive)
  • Financial statements or letter from a Chartered Accountant (see section 10 of Schedule 2 for details): 
    1. Any financial statements provided need to include a breakdown of non-commission and commission-based sales amounts and must be accompanied by a letter issued and signed by the company accountant, or
    2. A letter from a Chartered Account must confirm that the business is a going concern and satisfies the solvency test as that test is defined in the Companies Act 1993.
  • GST Statement of Account certificates issued by the Inland Revenue Department for the previous six months
  • If there have been any changes to staff engaged in ADS-related work, the following will need to be supplied:
    1. For all New Zealand-based staff and/or representatives, certified documentation confirming their New Zealand citizenship, New Zealand residence or work permit status
    2. A Ministry of Justice 3rd Party Criminal Convictions form. Sections 1 and 3 of this form need to be completed by the staff member(s) concerned

Notification of approval

Tourism New Zealand's China Market Development Unit advises ADS application decisions in writing.

A unique ADS Code will be issued to the inbound tour operator which will need to be used on all documents associated with ADS tours administered and conducted by the inbound tour operator.
